<br /> <br />. ... <br /> <br />l <br /> <br />1065 <br /> <br />1937, as amended, which would contract with the United States for both <br /> <br /> <br />the payment of project services performed in the operation and main- <br /> <br /> <br />tenance of the Trinidad Reservoir, and the retirement of the capital <br /> <br /> <br />cost properly allocable to irrigation. <br /> <br /> <br />Water supply <br /> <br /> <br />Amount and source. The water supply for the proposed Trinidad <br /> <br /> <br />Reservoir project would be derived from the Purgatoire River. The flow <br /> <br /> <br />of the Purgatoire River in the project area consists of base flows, <br /> <br /> <br />snowmelt, and rain flows from intense sununer storms. A gaging station <br /> <br /> <br />has been maintained on the Purgatoire River at Trinidad since 1896 and <br /> <br /> <br />continuous records are available since 1916. A study of these records <br /> <br /> <br />shows the average annual discharge at this station for the study period <br /> <br /> <br />1925 to 1949 to be 65,100 acre-feet. Of this total flow, an average of <br /> <br /> <br />about 54,000 acre-feet annually has been diverted for irrigation use in <br /> <br /> <br />the project area. In addition to this supply, a total of about 500 acre- <br /> <br /> <br />feet annually has been diverted by the Model irrigation system from <br /> <br /> <br />Chicosa and other small arroyos. <br /> <br /> <br />Water rights. The water supply studies were based on the recorded <br /> <br /> <br />flows of the Purgatoire River at Trinidad, which reflect historical <br /> <br /> <br />diversions upstream from the project site. No future increase in up- <br /> <br /> <br />stream depletion of the river is anticipated. The Model Reservoir and <br /> <br /> <br />Johns Lake, units of the Model irrigation system, are the only storage <br />facilities in the project area. They have decreed water rights for the <br />storage of 20,345 acre-feet annually. Direct flow water rights on the <br /> <br />2 <br />
