Emergency Activities. Rainstorms in Southern California and Arizona <br />during February and March 1980, caused several deaths and an estimated $550 <br />, . <br />million in damages, prompting President Carter to declare seven Southern <br />California.counties and three Arizona counties to be major disaster areas. <br />PL-99 emergency efforts resulted in 24 contracts totaling more than $5 <br />million. At the Sacramento-San Joaquin Delta, about $15 million worth of work <br />was done for FEMA to repair the levees on both Webb and Holland Tracts and to <br />pump out the water from Webb Tract caused by storms in January-February 1980. <br /> <br />C-39 <br />
