DEPARTMENT OF THE ARMY <br />CORPS OF ENGINEERS <br /> <br />SEMIANNUAL REPORT <br />(January - June 1980) <br /> <br />TO PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE <br />FOR 80-2 MEETING <br /> <br />CONSTRUCTION PROGRAM: <br /> <br />1. New Melones Lake, California. On March 1980, the Chief of Engineers <br />placed a constraint on award of contracts and acquisition of lands for Civil <br />Works projects. The constraints were not lifted until July 1980, which <br />resulted in delay of contract awards and acquisition of lands along the lower <br />Stanislaus River. Contracts scheduled for award by 30 September 1980 include <br />modification of the Flood Control and Irrigation Tailrace, and Camp Nine Road <br />Repair. Both contracts will be completed in Fiscal Year 1981. Award of <br />contracts on reservoir clearing and recreation facilities at the reservoir are <br />being held in abeyance until a firm decision has been reached by the <br />Department of the Interior on filling the reservoir. Emphasis has been p1a.ced <br />on acquiring most of the land needed for wildlife, recreation and floodway <br />along the lower Stanislaus by 30 September 1980. <br /> <br />2. Sacramento River Bank Protection, California. Contracts for Units 34A, <br />35, and 36 have been rescheduled for award in the fourth quarter of Fiscal <br />Year 1980 due to the constraint of contract awards during the third quarter. <br />The State of California has been delaying indorsement of additional increment <br />of work (beyond Unit 36) under the Phase II program until agreement was <br />reached as to the extent of Federal mitigation for fish and wildlife losses <br />caused by, Ph~se I work. During January and February 1980, issues regarding <br />cost-sharing for fish and wildlife purposes were resolved with the State of <br />California Secretary of Resources. In March 1980, the State Reclamation Board <br />expressed intent to provide the necessary assurance for fish and wildlife <br />purposes. On 13 June 1980, the Division Engineer issued a public notice <br />regarding the fish and wildlife report and forwarded the report to the Board <br />of Engineers for Rivers and Harbors for review. The State has not yet <br />indorsed further. l'hasecII ..work. <br /> <br />3. San Francisco Bay to Stockton, California (John F. Baldwin and Stockton <br />Ship Channel). On 22 January 1980, the Draft Interim General Design <br />Memorandum (GDM) and EIS for the Avon ..to.5tockton reach was disseminated for <br />public and agency review, and on 10 March 1980, the final public meeting was <br />held in Stockton. The State of California and the Port of Stockton have <br />indicated support for continuation of construction for this reach. The final <br />GDM/EIS is scheduled for submittal to the Division Engineer in late September <br />1980. Another interim GDM, for the West Richmond Channel Reach, is scheduled <br />to commence in the fourth quarter of Fiscal Year 1980. <br /> <br />4. Los Angeles '- Long Beach Harbors, California. A $61.3 million contract <br />was awarded to R. B. Potashnick of Cape Girardeau, Missouri, to deepen the Los <br />Angeles Harbor interior channels from 35 feet to 45 feet on 14 August 1980. <br />Construction is expected to be completed in Fiscal Year 1983. <br /> <br />C-37 <br /> <br />A" <br /> <br />." ,1i <br />
