003J96

Each Forest Service region is developing a multi-objective
regional plan. These plans ",ill include one alternative which
emphasizes water yield improvement.

Vern was asked to comment on the importance of water yield
improvement and he expounded on this topic for about one hour. He
said there were many questions and his comments were well received.
In addition he prepared a write-up on the meeting which he made
available to the Chairman of PSIAC.

It was Vern's feeling that PSIAC should continue its activities
in promoting work on water Yield improvement, since PSIAC, together
with the Colorado River Board of California, seem to be the only
agencies that have expressed their support for this concept.

Arizona Reorganization

Dave Gerke reported on the reorganization of "'ater agencies
in Arizona which came about as a resuit of a 176 page groundwater bill
passed by the 1980 Arizona Legislature. Under the reorganization,
all water resources activities are combined into a Department of Water
Resources. The Department has a Director (Wes Steiner is filling
this position on an ,acting basis) and three Deputy Directors. Major
sections in the bep~rtment are planning and administration, engineering,
and water management.

Also set up under the Act are provisions for establishing Active
Management Areas in groundwater basins with critical problems. Each
Active Management Area is supervised by an area director. At the
present time four area directors have been designated.

Storage and Handling of PSIAC Reports

There has been considerable uncertainty as to: 1) what reports
PSIAC has published in the past, 2) where copies of these reports are ,
available for review, and 3) where copies may be obtained for distribution;
Each Committee member agreed to send to the Chairman a list of PSIAC
publications of which he is aware, and whether or not his office has
any copies. From this list, a master publication list will be prepared.

New Chairman

Barry Saunders was asked to serve another term as Chairman of
the Executive Subcommittee. He agreed. subject to approval by the
Director of the Utah Division of Hater Resources.

Next Meeti~

The next PSIAC meeting will be in Las Vegas December 9 and 10.
Exaet time and place of the meeting will be decided at a later date.

C-ll

k.

,
