The following estimate of cost is for Alternative "0" of the High
Plain - Ogallala Aquifer Water Transfer Study. These costs do not
include the cost for purchasing source water, the distribution system
or its intake at the terminal reservoir. This cost estimate is based
on January 1977 price levels. These price levels are consistent with
price levels used in the General Report prepared by the prime
contractor. The estimated cost for Plan I and Plan II are shown in
Tables 12 and 13 respectively.

The computed interest during construction utilized a 7-3/8%
interest factor compounded annually over the full construction period.
It was computed based upon the first cost of construction of the
system, without the cost of lands, and assuming a 15-year period for
construction. The annual cost was computed utilizing 7-3/8% over a 100
year life with the inclusion of energy costs.

The development of water resource projects of this magnitude
require large amounts of capital which in turn result in substantial
financial cost that is applied to the overall project cost. Also of
significance is the estimated energy demand to operate this system and
the associated cost. Figures 1 through 6 graphically display the
estimated cost parameters utilizing linear relationships for values
between Plan I and Plan II.

ESTIMATED COST

022
