<br /> <br /> <br />The data shown in Table I was used to compute the reservoir <br />capacities for Plan I and Plan II of Alternative D. The Blanco dam <br />site area was utilized in this study for both plans, varying the height <br />of the dam to obtain the desired storage. <br /> <br />Basic data used for uniform design and cost parameters, including <br />real estate estimates, are shown in Appendix E (Cost and Design <br />Manua 1). <br /> <br />Alternative D provides one "basic" approach for transferring water <br />has been studied utilizing two plans. These two plans, Plan I and <br />Plan II, show the differences for a transfer delivery system of 1.55 <br />million acre-feet and 8.7 million acre-feet respectively. The 1.55 <br />million acre-feet is the amount of water needed to restore and maintain <br />the current use of the aquifer. The 8.7 million acre-feet of water is <br />the maximum quantity available for diversion above the estimated base <br />flow requirements of the sources. These estimated quanities include <br />transportation losses. These plans are shown on Figures 2 and 3 <br />respectively, with a comparison displayed in Table 10. <br /> <br />SOURCES <br /> <br />Six sources were indicated in the Plan of Study (FWD, November <br />1977) for transfer of surface waters from central and western Arkansas <br />along the general route of the Trans-Texas Canal as presented in the <br />1968 Texas Water Plan. The High Plains Study Council on April 17, <br />1980 issued Resolution Number 8 which recommended that Alternative 3 <br />(from Arkansas westward through Texas to New Mexico, with service to <br />member states) along with three other tentative routes be evaluated. <br />The sources for Alternative 3 (now called Alternative DJ are as <br />follows: White River at Clarendon, Arkansas; Arkansas River at Pine <br />Bluff, Arkansas; Ouachita River at Camden, Arkansas; Red River at <br />Fulton, Arkansas; Sulphur River at Darden, Texas; and the Sabine River <br />at Tatum, Texas. <br /> <br />Flow records, estimated base flows, and pumping rates for each <br />source were used to compute an annual yield for continuous withdrawal <br />from a selected storage site for each source.
