<br />that are projected to occur or that presently occur in the basin of <br />origin. The base flow is defined as the average flow sufficient to <br />meet all of the existing and future water needs of the basin. The <br />selection of the base flow parameter was chosen after analyzing flow <br />records, state water compacts, average out-flows from upstream dams and <br />previous studies. The largest of these flows rounded upward to the <br />closest 1,000 cfs was selected as the base flow condition for this <br />study. The selected base flows are believed to be adequate to meet <br />currently defined requirements but detailed studies and coordination <br />would be required to fully define the requirements of Resolution 6. <br />Table 2 shows the base flows selected for each water source. The U.S. <br />Fish & Wildlife Service (USFWS) also presented preliminary data on <br />monthly mean flows as the base flows in the Reconnaissance Studies, but <br />recognized the possibility of over-estimating the fish and wildlife <br />instream need. The median flows were considered more representative of <br />the normal flows and are presented in Table 2 for comparison with the <br />flows used in this study. <br /> <br /> <br />012 <br />
