<br />Report Reviews
<br />
<br />Aft~r the drafts of the reports are submitted, a review process will ensue
<br />as prescrlbed'by'Federa1 regulations and guidelines.' the process includes about
<br />nine speCific steps and is expected to take approximately 18 months to 2 years.
<br />Minimum,'tinu, per:lods' are prescribed for several of the steps. Although the re-
<br />ports wilFbe 'bound' :i.n' one volume; they will be regulated' by two different re-
<br />viewing processes, one for the feasibility report and one for the environmental
<br />statement. 'S6m'e of'the,individua1 steps coincide or overlap, while others do
<br />not. As the reports move,thtough the reviewing process, their dtles will
<br />change to ,indicate their progress. The following discussion briefly summarizes
<br />the review ,process. , the title changes and'prescribed review' times are indicated.

<br />The first draft of the reports, referred to as Field Drafts of the Feasi-
<br />bi1ity"Repol't and Draft Environmental ,Statement" will be prepared by Water and
<br />Power's,Grand,,JunctioO;Pl'ojects Office and,submitted to the Upper Colorado Re-
<br />gional Office in,Sa1t Lake City, Utah, for review. N~cessary revisions will
<br />be made, as a cooperative effort by those two offices.

<br />Tl;1e ,repprtswill then ~e ,identified as the Relliona1 Office Drafts of the
<br />Feasibility Report and Draft Envil'onmenta1 Statement, and at the direction of
<br />the Regional Director will be reviewed simultaneously by the planning team,
<br />the F:i.sh aIld,'WildHi:e Service, the Environmental ,Protection Agency, and other
<br />interest~d ~arties as determined by the'Regiona1 Director. Comments from this
<br />review will be considered, and, if appropriate, further revisions will be made.

<br />The reports' will then be designated The Relliona1 Director's Proposed
<br />Repo't't 'and 'AdvanceOtaft Environmental Statement and will be forwarded to Water
<br />and Power's ,CommisSioner's Office in Washington, D. C'., and Engineering and
<br />Research Center in Denver, Colorado, for review. This review has no prescribed
<br />,time period. '

<br />After incorporation by the regional office of any resulting comments and
<br />approval by the Commissioner, the reports will be known as the Regional Direc-
<br />tor's,Feasibi1ity Report and Draft Environmental Statement and released to the
<br />Colorado Gongl'ession~lde1egation as a preliminary document for the members'
<br />informatiol). It ,will again be reviewed by the Commissio.ner' s ofUce and the,
<br />Engineering and Research Center. This review period has a prescribed minimum
<br />of 30 day!!. ' ,

<br />After completion of the above review and incorporation of comments, the
<br />reports wi11,become part of, the draft Commissioner's Proposed Report and Draft
<br />Environml'nta1Stf'tement; These twol'eports in one volume will undergo two '
<br />distinct review proCesses, one required for the environmental statement and
<br />one prescribed for the feasibility report. They will then be sent to the Sec-
<br />l'etary of the Intel'iol' for a 30 day minimum review.
