<br />. <br /> <br />". <br /> <br />. <br /> <br />. <br /> <br />CHAPTER V <br /> <br />C,l,) <br />C,l,) <br />~ <br />,... <br /> <br />WATER AND POWER REPORTS <br /> <br />, '.,' <br /> <br />Reports Required <br /> <br />h ,'~ <br /> <br />-, t <br /> <br />At the culmination of the study, the Water and Power Resources Service will <br />prepare a feasibility report, and if it includes a recommendation for action <br />it will be accompanied by an environmental impact,statement or a ti~ding of rio <br />significant impact. These reports will be supported by appendices detailing <br />results of the study in specific fields. The contractor reports wiil be used <br />in the preparation of the Water and Power reports but will not be attached. <br /> <br />:4 <br /> <br />The reports and appendices will fully document the results of the study <br />and evaluate the viable plans for salinity control in the.area. They will <br />serve to assist the Secretary, the President, and Congress; as well as the <br />general public in making decisions as to what future action, if any, should be <br />taken. <br /> <br />The feasibility report will describe the area.. its problems, and the re.., <br />sources available to correct those problems and needs. If viable plans have <br />been developed they will be presented in sufficient detail for evaluation, <br />including social, economic, and environmental analyses. <br /> <br />An environmental assessment will be prepared to evaluate the environmental <br />impacts that would result from the construction and operation of the plans <br />developed by the study. If, as expected.in this, case, the assessmentiridicates <br />that significant impacts would result, an environmental statement will be pre- <br />pared. <br /> <br />The feasibility report and environmental statement will 'be correlated tp <br />avoid duplication and published together in a single volume, hereafter referred <br />to as the reports. The appendices will be pub11shed in separate volumes from <br />the reports, but two or more may be combined where practical. <br /> <br />Responsibility for Report Preparation <br /> <br />The actual compiling and writing of the reports will be done by the-Water <br />and Power Resources Service, and that agency will be fully responsible for <br />their content, presentation, publication, and distribution. However, appro- <br />priate data developed by the contractor, the planning team, other agencies, <br />and the general public will be used. Portions of drafts and appendices may <br />be prepared by appropriate subteams. <br /> <br />As noted in the following section, the,planning team will be given the <br />opportunity to review the draft of the reports.
