Environmental quality (EQ) account - In nonmonetary terms. <br /> <br />~ <br />~ <br />Q <br />QO <br /> <br />Regional development (RD) account - In both monetary and nonmonetary <br />terms. <br /> <br />3. <br /> <br />4. <br /> <br />Social well-being account - In predominantly nonmonetary terms. <br /> <br />If the public involvement program reveals there is public conflict between <br />two or more plans, or if no plan is clearly favored over other viable plans, <br />two or more plans may need to be examined at the feasibility level. If this is <br />the case, only those elements of alternative plans which are critical to the <br />decision should be investigated at the feasibility level. Following this, an- <br />other'four account evaluation.wil1 need to be conducted on those plans to se- <br />lect the preferred plan(s). <br /> <br />Phase I Report <br /> <br />Upon completion of Phase I investigations, the professional services con- <br />tractor will prepare and submit to Water and Power the Phase I report, which <br />will incorporate results of all Phase I activities. This report will be re- <br />viewed by Water and Power with subsequent revisions by the contractor. <br /> <br />Environmental Assessment <br /> <br />Water and Power will prepare an environmental assessment to determine if <br />an environmental impact statement is warranted. It would include a brief dis- <br />cussion of the need for the proposal, of alternatives, of the impacts, and a <br />listing of agencies and persons consulted. The assessment would be circulated <br />for public review. Based on the assessment, Water and Power will determine if <br />an environmental statement is required. If it is, the scoping meeting or meet- <br />ings will be held according to the regulations. If it is not, the assessment <br />would be circulated and Water and Power would prepare a finding of no signifi- <br />cant impact (FONSI) and make it available to the public. <br /> <br />15 <br />
