<br />CHAPTER III <br /> <br />PLAN FORMULATION PROCESS <br /> <br />Identification of Alternatives <br /> <br />Co\) <br />Co\) <br />o <br />-..! <br /> <br />Shortly after the award of the professional services contract the, planning <br />team and the contractor will each identify at least five potential alternative <br />plans including collection, treatment, disposal, use of the saline water, or <br />ways of, preventing $alt from the G1enwood and Dotsero Springs from entering the <br />Colorado River. Water and Power will then meet with the contractor, and based <br />on their,discu~sions of the potential alternatives on both lists, Water and <br />Power will select which alternatives will be investigated by the contractor. <br />Based on the legislation, regulations, and guidelines discussed in Chapter II, <br />primarily nonstructural, rio action, and water conservation alternatives must <br />also be studied. In addition, under Principles and Standards, the plans should <br />consider insofar as possible, other objectives such as potential National and <br />regional development and environmental quality. <br /> <br />The contractor will provide the criteria and assumptions used to select <br />the alternative plans. He will then acquire the necessary data and perform ap- <br />praisal level designs and estimates and environmental assessments on each poten- <br />tial alternative plan. The results will be reported to Water and Power, the <br />planning team, and the public, who will review them and apply the four tests <br />of viability (effectiveness, completeness, efficiency, and acceptability) pro- <br />vided in the Principles and Standards to determine which are viable alternatives. <br />Plans which are considered viable should be: <br /> <br />" <br />1. Effective in accomplishing the objectives. <br /> <br />; ; 2.'. Complete in that provision is made for all necessary <br />investments or aqtions needed to assure full realiza- <br />tion of the plans. <br /> <br />" <br />'3. Efficient in achieving a given level of performance at <br />the least cost. <br /> <br />4. Acceptable to the public and compatible with institu- <br />tional restraints. <br /> <br />Selection of Preferred Plan <br /> <br />Once the viable alternatives are identified, the planning team will array <br />a four account evaluation of the alternatives to determine the preferred plan <br />or plans to be investigated at the feasibility level. <br /> <br />The four account evaluation system is a method specified by Principles and <br />Standards for evaluating alternatives in the selection of the preferred plan. <br />The system is a tool used to evaluate the extent to which plans contribute <br />either in a beneficial or adverse way. Benefits and costs are evaluated either <br />in monetary or nonmonetary terms in each of the four.accounts as indicated <br />below which makes it possible to compare tradeoffs among alternatives. <br /> <br />14 <br /> <br />" , <br /> <br />',", <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />..c.;, <br />
