This <br />phase of the work is a combined effort of 'all four entities discussed in' Chap- <br />ter II. Phase I of the professional services contract essentially includes <br />the technical analysis of the work described in this section up 'to the'pb:l.nt <br />where a preferred plan(s) is identified. <br /> <br />) <br /> <br />Problem Identification and Quantification <br /> <br />Role of Water and Power Resources Service <br /> <br />. . ',' , . <br />Water and Power will monitor contractor activiti~s and review for tech~l~ <br />ca1 adequacy his problem identification a~d quantification (PIQ) repOrt as, <br />discussed below. <br /> <br />Role of the profession~l services contractor <br /> <br />The contractor will compile and analyze existing data and develop a hypoth- <br />esis or hypotheses as to the physical and chemical processes at work in'the pro- <br />ject area, the mechanisms producing the salt, how the salt is emerging, the rate <br />at which it is emerging, where it is emerging, how it enters the riVer , and 'the <br />tons and chemical composition of salt entering 'the Colorado River. The'contrac- <br />tor will then prepare a PIQ report which will include the data and analysis that <br />support his conclusions and submit it to Water and Power Resources Service for <br />review and concurrence. <br /> <br />Role of the planning team , <br /> <br />Since the PIQ report is primarily a responsibility of the contractor and <br />Water and Power, the planning team will have minimum involvement in this aspect <br />of the study. The team will be kept informed of the conclusions, however, as <br />the information in the report will have direct bearing on developing alterna- <br />tives and the selection of the most preferred plan. <br /> <br />I <br />Role of the public <br /> <br />During this phase of the work the public will be kept informed of ,the <br />study progress and the conclusions of the PIQ. report.
