<br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />.W <br />W <br />o <br />.0:.. <br /> <br />determine their viability and effectiveness, and he will be responsive to the <br />planning team in developing alternative plans. He will collect appropriate <br />environmental data and assess the environmental impacts of. the proposed alter- <br />native plans and possibly one or more recommended plans. The environmental <br />data will be of sufficient detail to evaluate the respective merits of alter- <br />native plans and to help establish the feasibility of any recommended plans. <br />The contractor will attend meetings and submit reports as required by the <br />contract. <br /> <br />Administration of the Contract <br /> <br />The contract or contracts will be administered by the Water and Power Re- <br />sources Service. Water and Power will review all reports submitted by the con- <br />tractor and will monitor the accuracy and determine the adequacy of all data <br />presented. <br /> <br />Contractor Reports Required <br /> <br />The contractor will submit a Problem Identification and Quantification <br />Report which will contain his hypothesis or hypotheses and supporting analysis <br />in terms of the physical and chemical processes at work in the area and a dis- <br />cussion of the regional geology and its relationship to the local geologic for- <br />mations. It will include data and analysis regarding the mechanisms producing <br />the salts and how and where they are reaching the surface. It will show the <br />flow of saline water emerging, and the tons and chemical composition of salt <br />entering the Colorado River. <br /> <br />The contractor will submit appraisal level designs and estimates and <br />environmental evaluation of alternative plans for review by Water and Power <br />and the planning team. <br /> <br />Upon completion of Phase I investigations as determined by Water and Power, <br />the contractor will prepare and submit a report, incorporating the results of <br />all Phase I activities into a single volume. It will include maps, tables, <br />and charts but will not include the Problem Identification and Quantification <br />Report. <br /> <br />The Phase II investigation will require two types of reports - progress <br />and technical. The progress reports will be submitted as work on significant <br />events near completion. Technical reports will be required for the hydrologic, <br />geologic, and engineering design data and for site specific environmental data <br />collection. Upon completion of Phase II activities the contractor will sub- <br />mit to Water and Power a brief report describing design criteria and engineer- <br />ing principles employed, assumptions made, data used, and data gaps or inade- <br />quacies encountered. This report will accompany design drawings, quantities, <br />and data. <br /> <br />Water and Power will utilize data and reports submitted by contractor(s) <br />to prepare a planning report and environmental assessment or statement as dis- <br />cussed in Chapter V. <br /> <br />11 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />( " ;; ...~ <br />
