<br />. <br /> <br />tA) <br />tA) <br />Q <br />W <br /> <br />. <br /> <br />. <br /> <br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />specialized sub teams which will function as separate entities but each will <br />remain responsible to the rest of the team. Possible sub teams include engi- <br />neering, hydrology, land use, economics, recreation, biology, sociology, and <br />cultural -resources. Team and sub team members will be selected from those ex- <br />pressing interest. in the study, and a willingness to participate. In addition <br />to the team leader and secretary, the lead agency may have active representa- <br />tives on each subteam but they will not necessarily serve as subteam leaders. <br /> <br />.{" <br /> <br />The team or any of the sub teams will conduct investigations as necessary <br />and make recommendations to Water and Power for appropriate action. It w~ll <br />seek public input into environmental scoping, alternative plan formulation and <br />evaluation, and recommended plan selection. It will provide input and recom- <br />mendations to the lead agency for feasibility report and environmental assess- <br />ment preparation and review those documents as discussed in Chapter V. <br /> <br />Professional services contractor <br /> <br />The professional services contractor will be selected by the Water and <br />Power Resources Service from highly qualified firms, institutions, or consor- <br />tium of firms and/or institutions. <br /> <br />How Selected <br /> <br />The qualifications of all interested contractors will be reviewed by Water <br />and Power and those deemed to be most capable will be asked to submit technical <br />and cost proposals for the salinity investigation of the G1enwood-Dotsero <br />Springs Unit. A work statement has been prepared by Water and Power that de- <br />tails the requirements on which offerors will prepare their proposals. A pre- <br />proposal conference will be held with all firms desiring explanation of the <br />Request for Proposals (RFP) and more particularly the requirements of the work <br />statement. Any changes in the RFP as a result of the preproposa1 conference <br />would be provided to all potential contractors. <br /> <br />A Technical Proposal Evaluation Committee (TPEC) will review the submitted <br />proposals and draw conclusions on the technical merits of each and select the <br />best proposals. The top candidates will be interviewed and requested to submit <br />best and final technical offers and make final reviews of their cost proposal. <br />The contracting officer will then select the most technically responsive and <br />cost effective offer and notify the successful firm. <br /> <br />Responsibilities <br /> <br />The contractor will provide professional services to investigate and ana- <br />lyze problems and possible solutions to reduce the entry of saline flows to the <br />Colorado River from the G1enwood and Dotsero Springs. In so doing, he will <br />apply recognized research practices in geology, hydrology, chemistry, environ- <br />mental sciences, economics, social impact analysis, and general engineering. <br />The contractor(s) will develop structural and nonstructura1 alternative plans, <br />including appraisal and possibly feasibility level designs and estimates.
