<br />CHAPTERn> <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />to) <br />to) <br />o <br />N <br /> <br />Safe Drinking Water Act establishes standards for public water systems and <br />provides regulation for the protection of drinking water sources. The objec- <br />tive of the Federal Water Pollution Control Act 1s to restore and IMintain the <br />chemical, physical, and biological integrity of the Nation's waters by control <br />and/or elimination of pollutants entering the waters. <br /> <br />. <br /> <br />President's Water Policy <br /> <br />On June 6, 1978, the President sent to Cong~ess a set of water policy <br />initiat'ives'to advance goals in the area of water resource development. These <br />initiatives emphasize water conservation, environmental quality, enhanced <br />Federal-State cooperation and a greater degree of efficiency and cost- <br />effectiveness in proposed water resource projects. The Service will implement <br />these initiatives to the extent possible within the bounds of current legisla- <br />tion. <br /> <br />i' <br /> <br />Study Organization: <br /> <br />The Study will be conducted under the direction of the Water and Power <br />Resources Service, and it will be aided by a multidisciplinary planning team, <br />a professional services contractor or contractors, and the general public. <br />The specific function of each is described in the following paragraphs. <br /> <br />Lead agency <br /> <br />The Wllter and Power Resources Service will serve as the lead agency' for <br />the study,," That agency will be responsible for administering the funds allotted <br />to the study and scheduling the various study activities. It is responsible <br />to the Secretary of the Interior for program performance. Water and Power will <br />organize and provide leadership to the planning team. It will schedule and <br />solicit participation in public involvement activities. It will supervise the <br />professional services contracts to ensure technical adequacy of the investiga- <br />tion. UPon completion of l'hase II of the study the final reports and environ- <br />mental doc~ents, resulting from the investigation, will be prepared by Water <br />and Power., ' <br /> <br />. <br /> <br />Planning team <br /> <br />A planning team ,will be organized as provided by the Principles and Stand- <br />ards and.Wllter and Power Instructions. The team will be mu1tiobjective in scope <br />and multidisciplinary in participation. It will, be composed of representatives <br />of interested Federal, State, and local agencies; business firms; independent <br />organizations; and concerned individuals; , <br /> <br />The Fish and Wildlife Service will be funded for its required involvement <br />under the Fish and Wildlife Coordination Act. Other agenci~s will participate <br />under their , own funding. <br /> <br />Water and Power will provide the leader for: the team, and a report writer <br />from that agency will serve as team secretary. .The team will be divided into <br /> <br />. <br /> <br />9 <br />
