In the FPC Permit'to the CRWCD, the District's proposal <br />consisted of three developments: namely, the Rio Blanco development <br />(Flat Tops): the South Fork development: and the Blair Mountain pumped <br />storage development. The South Fork development consisted of a dam to <br />create a reservoir of some 85,000 acre-feet capacity, a conduit system, <br />and a power plant. The Blair Mountain development included the forebay <br />at Carter Lake mentioned in my previous memorandum. Actually the Sweetwater Project has undergone several amend- <br />ments since its inception to finally include a vastly enlarged Meadows <br />Reservoir, a huge impoundment in South Fork Canyon, a collection system <br />on the eastern approaches'of the Flat Tops on Derby Creek, and a conduit <br />to transport water to ,the Piceance Basin. In filing order the amend- <br />ments are as follows: the Second Amended Meadows Reservoir at 132,555 <br />acre-feet on 7/6/60; the Lost Solar Forebay Reservoir on 1/2/65: the <br />South Fork Afterbay Reservoir on 1/2/65: the Lost Solar Pump Conduit on <br />2/15/65: and the South Fork Canyon Reservoir at 159,272 acre-feet on <br />4/7/66. None of these filings have been decreed. The Derby Creek <br />collection system in Water District 53 was conditionally decreed on <br />10/19/62 with an appropriation date of 1/2/60.
