Percious, Water Resource <br /> <br />Flat Tops J~lderness ~rea. <br /> <br />, f <br />Analyst. ~. & <br /> <br />TO: <br /> <br />FROM: <br /> <br />I' , <br />In light of th~ Board's recent action regarding Senator <br />Haskell's Flat Tops Wilderness proposal S. 702, it seemed advisable to <br />search the State Engineer's files for any information that would enlarge <br />upon the water development status and interest in the South Fork area. <br />.A search of the State Engineer's files coupled with some information <br />obtained from a 1965 analysis by Clifford H. Jex Engineers entitled, <br />-Report on Industrial Water Rights of the Colorado and White Rivers" <br />yielded a broad but intricate prospective water development picture <br />involving several entities. ' <br /> <br />As pointed out in my memorandum of July 3, 1973, the various <br />schemes all hinge on the utilization of basically the same water~ <br />namely, the waters of the South Fork of the ,White River, and the use of <br />same for power generation, industrial use in the Piceance Creek Basin. <br />and transversion out of the White River Basin. These entities arc the <br />Exxon Oil and Refining Company~.Carter Oil Company~ Fourteen-Mile Land <br />Company~ Winston Wheeler and L. E. Phillips~ Rocky Mountain Power <br />Company~ Energy Resources.Technology Land, Inc.~ and the colorado River <br />Water Conservation District. <br /> <br />:' <br /> <br />Water Riqht'-s <br /> <br />Table I is a tabulation of the water rights in Water District <br />43 that pertain to the water resources of' the Flat Tops area a~d is <br />attached hereto. <br /> <br />Salient to the tabulations in Table I are the following inter- <br />relationships among the claimants: <br /> <br />, , <br /> <br />I <br />! <br /> <br />1. The conditional water rights claimed by Winston Wheeler <br />and L. E.
