Percious, Water Resource Flat Tops J~lderness ~rea. , f Analyst. ~. & TO: FROM: I' , In light of th~ Board's recent action regarding Senator Haskell's Flat Tops Wilderness proposal S. 702, it seemed advisable to search the State Engineer's files for any information that would enlarge upon the water development status and interest in the South Fork area. .A search of the State Engineer's files coupled with some information obtained from a 1965 analysis by Clifford H. Jex Engineers entitled, -Report on Industrial Water Rights of the Colorado and White Rivers" yielded a broad but intricate prospective water development picture involving several entities. ' As pointed out in my memorandum of July 3, 1973, the various schemes all hinge on the utilization of basically the same water~ namely, the waters of the South Fork of the ,White River, and the use of same for power generation, industrial use in the Piceance Creek Basin. and transversion out of the White River Basin. These entities arc the Exxon Oil and Refining Company~.Carter Oil Company~ Fourteen-Mile Land Company~ Winston Wheeler and L. E. Phillips~ Rocky Mountain Power Company~ Energy Resources.Technology Land, Inc.~ and the colorado River Water Conservation District. :' Water Riqht'-s Table I is a tabulation of the water rights in Water District 43 that pertain to the water resources of' the Flat Tops area a~d is attached hereto. Salient to the tabulations in Table I are the following inter- relationships among the claimants: , , I ! 1. The conditional water rights claimed by Winston Wheeler and L. E. Phillips are under option contr~ct by Exxon Oil and Refining Company, Case W-7B7 dated May 31, 1972. "
