I,
I

,;:1,
,.11 .

d~d~
I

Under the amended plans, water would be released from the
Second Amended Meadows Reservoir to Sweetwater Creek via the Plateau
Tunnel at 260 cfs and to the South Fork channel to be later impounded
by the South Fork Canyon Reservoir. Both reservoirs would interact in
power production with the Lost Solar Forebay Reservoir up on Lost Solar
creek. Releases from this reservoir would be to the channel and to
the Elk-Rifle Water Supply Co. and to oil shale interests in the Piceance
Basin via the Lost Solar Pump Conduit at 255 cfs. Reported hydrologic
studies by the RMPC indicate that ,some 200,000 acre-feet annually would
be available for filling and refilling the Meadows. Conditional decrees
from Derby Creek could easily supply 100,000 acre-feet to the Sweetwater
Project.

The Fourteen-Mile Land Company is a claimant" for the South
Fork Reservoir of 85,342 acre-feet and the Stillwater Reservoir of
12,845 acre-feet. StillWater Reservoir would be located some 4 miles
do~stream from the South Fork campground which is located at the extreme
southwest end of the proposed Wilderness Area. Water would be released
from the South Fork Reservoir to the river channel and to the headwaters
of Piceance Creek via the South Fork Pipeline at 100 cfa. Water would
be released from Stillwater Reservoir' to the river channel and to the
headwaters of Piceance Creek via the South Fork-Piceance Pipeline at
,70 cfs. Both pipelines follow the South Fork to the White River thence
west and south to the headwaters of Piceance Creek.

" Energy Resources Technology Land, Inc., claims the Ertl
(Dr. Thomas Ertl) Pipeline~ This pipeline is designed to collect the
waters of Buck Creek, Short Creek, and Patterson Creek, all tributary
to the upper South Fork of the White River, for distribution to the
Piceance Creek headwaters at 30 cfs.

" Winston Wheeler and L. E. Phillips are claimants for 29.4 cfs
from the ,Phillips Ditch having a headgateon the left bank of the South
Fork just below the end of South Fork Canyon. The records indicate
that there is an absolute decree of 13.0 cfs, dated 6/13/60, out of the
original conditional decree.

The Colorado River Water Conservation District's Flat TOps
Project, as filed in the State Engineer's records includes Rio Blanco
Reservoir, the Patterson Creek Collection System, Piceance Basin Pipe-
line, and the Flat Tops" Tunnel. Releases from the reservoir would be
to the river channel and 254 cfs to Canyon Creek, tributary of the
Colorado River, via the Flat Tops Tunnel. Of the chann~l releases,
60 cfs would be diverted to, the Piceance Creek Basin for industrial
purposes via the Piceance Basin Pipeline. There are"no additional
filings to this project~

, Memorandum

-3-

August 3, 1973

".
