that at the time the Weld County estimates were made there were no subsurface

investigations, and no topography except USGS sheets. Reconnaissance type

estimates have been made of the reservoir right-of-way costs for both pro-

jects.

Comparison of the total estimates indicates an economic advantage

of $7,000,000 in favor of the Narrows site. The USBR's studies indicate

that the Weld County site produces slightly greater irrigation benefits,

but not sufficient to justify the extra $7,000,000 of investment,

We reviewed the USBR cost estimates for both projects and found

them to be reasonable with the possible exception of the item of rights-of-

way costs.,

The USBR site selection report of September 1961, page 9, states

that the cost estimate includes $6,520,000 for right-of-way acquisition

for the dam at the Narrows site. This includes purchase of 7,300 acres of

irrigated crop land and l,OOO acres of , meadow land.

This same report, page ll, states that for the Weld County Site

the estimate includes $5,450,000 for rights-of-way, including purchase of

3,200 acres of crop land and 6,700 acres of meadow land. A breakdown of

the right-of-way costs is as follows:
