You will realize that it is not feasible in this short time to

check in detail all studies made over many years by several government

agencies and by your own staff. However, our review and discussions with

both your staff and the USBR, did reveal certain points which we believe

justify further study and which could possibly result in shifting of the
economic selection of site in favor of the Weld County location. These

points are discussed below.

Background Information

Findings and recommendations outlined in this report are based

on our inspection of the proposed Narrows and Weld County dam sites and

reservoir areas, discussions with members of the Water Development Committee

and USBR engineers, and review of the following:

Findings and Recommendations

a. Estimated Cost of Projects

The structural features of the Narrows Project have been estimated

in detail, based on project layouts and thorough subsurface investigations.

The Weld County project estimates are of approximately the same grade except
