Much of the water so supplied to your upstream systems would reach <br /> <br />the river by return flow for further downstream use. <br /> <br />Your studies have indicated that certain factors have not been <br /> <br />given adequate consideration in the Bureau's analyses and estimates. You, <br /> <br />therefore, have asked International Engineering Company to give an opinion <br /> <br />on the validity of your contentions to form a basis for your presentation <br /> <br />of these points to the South Platte Steering Committee, which is scheduled <br /> <br />to meet on October l8 for the purpose of making a recommendation to the <br /> <br />Colorado Water Conservation Board as to the site at which channel storage <br /> <br />should be constructed. <br /> <br />Mr. Stone and Mr. King arrived in Fort Morgan on October l. <br /> <br />After general discussions with Mr. Cecil Osborne, Engineering Advisor to <br /> <br />the Water Development Committee, Mr. Jesse K. Snodgrass, Chairman of the <br /> <br />Water Development Committee, and Mr. T. E. Ducan, Secretary of the Water <br /> <br />Development Committee, they accompanied Mr. Osborne in an aerial reconnais- <br /> <br />sance flight of the South Platte River basin from Sterling to Kersey, including <br /> <br />the two dam sites in question, and all of the irrigation facilities in this <br /> <br />reach of the river. On October 2, in the company of Mr. Osborne and Mr. <br /> <br />Snodgrass, they visited both dam sites and reservoir areas, as well as the <br /> <br />irrigation reservoirs and headworks of the Riverside, Bijou and Empire <br /> <br />systems. October 3 was spent in study of data and further discussions with <br /> <br />Mr. Osborne. On October 4 Mr. King and Mr. Stone visited the Bureau of <br /> <br />Reclamation, Region 7, in Denver, where they discussed all phases of the <br /> <br />Bureau's studies and estimates with Mr. Marvin J. Greer, Area Engineer of the <br /> <br />Denver Development Office - Region 7, and his staff. <br /> <br /> <br />-2- <br />
