Box 455
Fort Morgan, Colorado

I

I

Attention: Mr. Earl W. Haffke, Legal Counsel

I

Subject: Letter Report - Review of Site Selection Criteria
Narrows and Weld County Projects.

Gentlemen:

I

In accordance with discussions with you on September 30, Mr. A. A.

Stone, Chief Design Engineer and Mr. C. B. King, Project Engineer of

I

International Engineering Company visited Fort Morgan and Denver from

I

October 1 through October 4. The purpose of this visit, and of this report,

is to assist you in verifying your concepts of optimum lOcation of a major

I

dam planned by the Bureau of Reclamation for construction on the South

Platte River west of Fort Morgan.

I

After consideration of all potential sites in this reach of the

I

South Platte, the Bureau's studies were concentrated at two locations, the

Narrows site west of Fort Morgan, and the Weld County site, 24 miles upstream

I

of the Narrows site. The Bureau has tentatively selected the Narrows site

as the most economical location for this dam.

This decision places the dam downstream of the present intakes

to the Riverside, Bijou and Empire irrigation systems, and inundates the

irrigated lands of the Weldon system. Total acreage of these systems make

up 28% of the land potentially serviceable by a major storage dam on this

reach of the South Platte. Your organization contends that the regional

interest would be better served by the Weld County dam location, which

would not only supply your systems and preserve the Weldon system, but
