May, 2000 A.4 Introduction As part of the 404 permit and SEIR consultation process, the Corps of Engineers requested that a channel monitoring plan be submitted as a potential prerequisite to permit issuance for the AB Lateral Hydropower Facility. The Sponsors understand that the underlying goal of the plan should be to detect and identify systematic changes in the channel associated with project flows, and ultimately compare actual channel responses to predictions. Based upon this goal, and further guidance provided by the Corps, the Sponsors propose a plan that includes the following components: . Ground-level transects and monitoring stations; . Groundwater monitoring wells at selected wetland mitigation sites . Aerial photography; . Temperature/ice monitoring; and . Reporting. The following discussion presents details. A.S Ground-Level Transects and Monitoring Stations A.5.1 Number and Location. A series of monitoring cross-sections would be established along the Uncompahgre River between the AB Lateral outfall and the Gunnison River. Monitoring locations would include: i) the 22 "Monitor" sites identified in the 404 Application, and ii) 10 additional relatively straight channeI.sections. MEI has recommended that emphasis be placed on results from straight reaches, where significant (non-project) bank erosion would not be expected.
