Drawings showing elevations in plan view and cross section, sources of water and
structures to maintain hydrology;
. A description of the soils management and amendment program;
. Description of vegetative treatments and revegetation methodology including
species selection, seed mixes, spacing of woody vegetation and source of plant
materials;
. Performance specifications and schedules to gage success of specific sites;
. Detailed bonding mechanisms (if required).

The Final Wetlands Mitigation Plan would be implemented concurrent with project
construction, and be completed prior to project operation.

A.3.6

Final Riparian Cottonwood and Shrub Plan

As discussed above, the Sponsors have committed to identify, monitor and mitigate for
the loss of riparian cottonwood and shrub vegetation. Greenline transects, together with
general field observation and aerial photography will be used to monitor for losses during
project operations. Prior to operation, this plan will be finalized, and will include:

. Baseline identification and mapping of cottonwood and riparian shrub, and any
overlap with widening predicted in the various technical memoranda that support the
SEIR;
. Prediction of surface area impacts to these plant communities;
. Proposed replacement methodology, including information on plant spacing, handling
and storage, source of plant materials, and performance standards for monitoring
success.

The plan will be submitted to the Corps of Engineers prior to commencement of project
operation.

AS Laterat Hydropower Project

JUly 2000
