STUDY AND PLANNING ORGANIZATION <br /> <br />1;- <br /> <br />A. U. S. Forest Service Role and Responsibility <br /> <br />1. To jointly lead the study with the State of Colorado as co- <br /> <br /> <br />leader and to prepare a jOint Federal - State Study Report. <br /> <br /> <br />To prepare and perform tasks identified and agreed upon <br /> <br /> <br />jointly between the U. S. Forest Service and the State. <br /> <br />2. To incorporate the study report in the Draft Environmental <br /> <br />Statement for the Elk - Yampa Planning Unit. <br /> <br />3. To prepare a separate Final Environmental Statement for the <br />Elk Wild and Scenic River designation. <br /> <br />~'I <br />0' <br /> <br />4. To share equal responsibilities for recommendations in_~~~ <br /> <br /> <br />final study report. The U. S.
