<br />.~ 1~ ~':-.: f ~~: : i . <br />The NRCS will be responsible for technical services, writing and administering the land <br /> <br />treatment contracts, providing follow-up assistance for operating and maintaining <br /> <br />practices, and certifying installation of land treatment practices. The plans will be <br /> <br />written in accordance with the guidelines found in the National Conservation Planning <br /> <br />Manual and the National Long-term Contracting Manual. Resource management <br /> <br />systems will be installed by landowner who enter into Long-term Land Treatment <br /> <br />Contracts with the NRCS. <br /> <br />The conservation practices will be applied by the participant or through contractors <br /> <br />hired by project participants. The NRCS will administer all contracts and provide cost. <br /> <br />share funds. Cost-share payments will be based on county average costs for that <br /> <br />practice, or in some cases actual cost not to exceed a specified maximum for that <br /> <br />practice. County average costs will be updated annually by the NRCS. The <br /> <br />participants will be responsible for their share of the cost of each Installation. In <br /> <br />addition, the participants will be responsible for following management plans prepared <br /> <br />for the operating unit. <br /> <br />Contractino <br /> <br />Approximately 250 individual long term contracts on 31,000 acres will be developed <br /> <br />with assistance from NRCS. Participants representing at least 30 percent of the <br /> <br />irrigated land needing treatment must apply foran LTC before any LTC will be <br /> <br />approved. The participants share of the cost of installing practices may come from any <br /> <br />source other than tl*ederal funds without a reduction in NRCS funding as long as the <br /> <br />~ <br />
