This will require an intensive effort to reach and <br /> <br />inform these people as to the necessity for this project, <br />how it will operate, the long range benefit to them, and <br />the increased problems they will face if nothing is done. <br /> <br />RECOMMENDATIONS <br /> <br />It is recommended that: <br /> <br />(1) The State of Colorado undertake to support the <br /> <br />Closed Basin Project and seek its completion at <br /> <br />the earliest possible date. <br /> <br />(2) Provision be incorporated into any authorizing <br /> <br />legislation for the Project so as to strongly <br />secure the right of the local area to a proper <br /> <br />voice in its management. <br /> <br />(3) Utilization be made of the services of the full <br /> <br />time ground and surface water staff of the U. S. <br /> <br />Geological Survey that is now conducting an in- <br /> <br />ventory and evaluation of the water resources of <br /> <br />the San Luis Valley. <br /> <br />GENERAL STATEMENT <br /> <br />The overall objective of the proposed plan is the sal- <br /> <br />vage of waters which are now being consumed by evapotrans- <br /> <br />piration at a low or non-beneficial level, without ad- <br /> <br />versely affecting present beneficial agricultural, wildlife <br />and recreational activities within the Closed Basin.
