<br />-4- <br /> <br />this evaluation it was necessary that we analyze the data <br /> <br />and procedures used by the U.S.B.R. in their determinations <br /> <br />of: <br /> <br />, <br /> <br />(a) The quantity and quality of salvable water <br /> <br />(b) The physical plan for salvaging the water' <br /> <br />(c) The effect of the salvage operations on adjacent <br /> <br />property <br /> <br />(d) The attitude of the people in the area toward the <br /> <br />project. <br /> <br />It was also necessary that a critical review be made <br /> <br />of the report in order to ascertain if any factors had been <br /> <br />omitted which might influence the success and practical <br /> <br />operation of the project. <br /> <br />CONCLUSION <br /> <br />The proposed Closed Basin Division of the San Luis <br /> <br />Valley Project appears well conceived, and physically and <br /> <br />economically feasible. The estimates of water supply are, <br /> <br />we believe, moderately optimistic but well within reason- <br /> <br />able estimating range. With proper operational procedures <br /> <br />and selective pumping it should be possible to meet Compact <br /> <br />quantity and quality of water standards without damage to <br /> <br />adjacent land owners. The estimated costs if escalated by <br /> <br />approximately 10% over 1963 prices appear to us to be <br /> <br />reasonable. The proposal that project costs be essentially <br /> <br />carried by the Federal Government seems justified. <br /> <br />Before the project is presented for authorization, the <br /> <br />~rl'.~D,'D <br />Vc _00 <br />
