<br />-3- <br /> <br />that this may not be the only possible solution, but our <br /> <br /> <br />report finds it to be reasonable, feasible and worthy of <br /> <br />implementation. <br /> <br />o <br /> <br />There may be alternate solutions worthy of investiga- <br />tion, but it is not likely that alternate solutions will <br /> <br />be forthcoming within the limits of time prescribed by <br /> <br />necessity, unless an extraordinarily vigorous administration <br /> <br />of water rights in Colorado, through the state Engineer's <br /> <br />Office, prevents further deficits under the Compact while <br /> <br />alternatives are developed and evaluated. Impetus and <br /> <br />collaboration in such a program would no doubt have to come <br /> <br />through the activity of the people of the Rio Grande Valley <br /> <br />acting as a unit for their own economic salvation. It is <br /> <br />understood that the people of the Valley are presently <br /> <br />moving in this direction by giving consideration to the <br /> <br />formation of a basin-wide conservancy district which would <br /> <br />have the same voice of authority as has been provided in <br /> <br />other sections of Colorado. Such a district would probably <br /> <br />be necessary in order to represent the interests of the Rio <br /> <br /> <br />Grande Valley in Colorado whatever may be the solution of <br /> <br />the Compact situation. <br /> <br />SCOPE OF EVALUATION <br /> <br />It was the objective of this report to review the assump- <br /> <br />tions and conclusions made by the U. S. Bureau of Reclamation <br /> <br />relating to the feasibility of the Closed Basin Division of <br /> <br />the San Luis Valley Project.
