On May 16, 1966, <br />rhe Gm'ernor responded to General \V oodburv <br />npressing hi.\ concern ahout the fr,)crionizatio;) <br />of the \Vest into five regions, the three regions <br />mentioned above plus the Columbi,} River llasin <br />and rhe Crcat Basin. The Governor considered <br />that the separate framework studies would tend <br />to divide the \Vesr 'It the vcr v time rhat effort <br />should be directed towards' integrated water <br />planning for the entire \V cst. He stated: "An <br />,mempt to separate Southern California from rhe <br />Lower Colorado River Basin study presents snb- <br />stantial problems in itself." <br />The Board was kept informed anout thc dis- <br />clIssions concerning the proposed studies 'lI1d <br />concurred with rhe actions of the Governor. <br />Federal funds 'l;lve been budgeted for the <br />srudies, but it appears that the,' will commence <br />in the latter part of fiscal 1967. The Board staff <br />intends ro participate actively in coordination of <br />rhe studies and furnishing of information, <br />
