2152

ARIZONA v. CALIFORNIA

The previous annual reporrs presented de-
tailed information on the U.S. Suprem~ Courr
decision in Arizona v. California and the present
perfected rights data required by March 1966
from each of the Lower Basin states by Arricle
VI of the Supreme Courr decree. The Colorado
River Board passed a motion on December 2,
1965, recommending that California join with
Arizona and Nevada in requesting an extension
of time to submit data on present perfected
rights. The states of Arizona, California and
Nevada submitted a joint motion to amend Arti-
cle VI of the U.s. Supreme Courr decree to
extend by one year the time to exchange present
perfected rights claims. On February 28, 1966,
the courr granted the motion to extend the date
to March 9, 1967.
The staff of the Colorado River Board parric-
ipated in studies to determine present perfected
rights and assisted in coordinating the studies of
the California agencies. The coordinated study
by California representatives is aimed at estab-
lishing a consistent approach to the problem and
avoiding intrastate disagreements.

On October 7, 1965, representatives of the
Deparrment of Justice, the Deparrment of the
Interior (including the Bureau of Reclamation),
the State of California and the California water
users met at the office of the Colorado River
Board to exchange information and dat'a relating
to pre-1929 Colorado River water uses (present
perfected rights). At the end of the fiscal year,
an attempr was being made by all parries EO reach
agreement on present perfected rights by stip-
ulation.

A California-United States meering was also
held on April 4, 1966, at the Board's office to
discuss dara prepared by rhe Bureau of Reclama-
tion pursuant to Arricle V of the Arizona v.
California decree. Arricle V directs the United
Stares to make available annually for inspection
by' interested persons data of water releases
through federally controlled structures; main-
stream diversions by Arizona, California and
Nevada; and water available and delivered to
Mexico.

19
