<br />.... 4 ~- 0 <br />~J.~ ' <br /> <br />REGIONAL WATER DEVELOPMENT <br /> <br />During 1965-66, the Board continued its sup- <br />port of regioml water planning studies in order <br />to determine the best way to augmcnt the w,ner <br />supply of Colorado River. In addition to sup- <br />porting legislation deseribcd in the prcvious sec- <br />tion, members of the Colorado Rivcr Board and <br />staff participated in thc activities of the \Vestern <br />States \Vater Council. <br /> <br />Western StCltes WClter Council <br /> <br />The steps leading to formation of the Western <br />States \Vater Council were dcseribed in the <br />196+-65 annual report. The Council was created <br />by the \Vcstcrn Governors Conference to pro- <br />vide for effective cooperation among the westcrn <br />states in planning for development of their water <br />resources. It consists of thrce delegates from each <br />of the cleven states: Arizona, California, Colo- <br />rado, Idaho, j\.'lonrana, Nenda, New Mexico, <br />Oregon, Utah. \Vashingron and \Vyoming. The <br />governors are members ex ollicio. <br />Section 190 of the California \Vater Code re- <br />quires the California members of the \Vestern <br />States \Vater Council to be appoinred by and <br />serve at the pleasure of the Governor, subject to <br />confirmation bv the Senate. As of the end of the <br />vear California members were: \-Villiam E. <br />Warne, Director of \-Vater Resources, Chair- <br />man; James A. Cobey, State Senator, 24th Dis- <br />trict; and Ravmond R. Rummonds, Chairman of <br />the Colorado River Board. \Vesley E. Steiner <br />and \N. Don Maughan of the Department of <br />Water Resolltees and Mr. Cole serve as techni- <br />cal advisors to the California delegation. <br />The Council meets quarterly; its first meeting <br />was on August 3, 1965, at Stateline, Nevada, <br />Rules of Organization were adoptcd, and Frec- <br />man Holmcr of Oregon and Raphael Moses of <br />Colorado were electcd Chairman and Viee- <br />Chairman respectively. <br />A budget was adopted by the Council at the <br />November 13, 1965, meering in Denver, Colo- <br />rado. Portland, Oregon was agreed upon as the <br />site for permanent staff headquarters. The Coun- <br />cil adopted a program for the staff which ill- <br />cluded development of criteria, rn'iew and <br /> <br />evaluation of state plans and suggestions for in- <br />terbasin water transfers. <br />Onc of the major items on the agenda of the <br />Councilmccting of February 19, 1966, in Phoe- <br />nix, Arizona was the revicw of water conserva- <br />tion practices by the western statcs. The Board <br />staff collaborated with thc Dcpartmcnt of \Vater <br />Resources in the preparation of thc California <br />statemcnt. An Execurive Director, Mr. \Vright <br />Hiatt, was hired and at present the Council has <br />a three-man professional staff plus clcrical help. <br /> <br />~ <br /> <br />CClliforniCl Advisory Committee on <br />Western States Water Planning <br /> <br />Section 191 of the California Water Code <br />provides that when the Governor" appoints a <br />California mcmber to scrve on any interstate <br />commission or council to plan for the regional <br />developmcnt of water and relatcd resourccs <br />thcre shall bc created a California Advisot\. <br />Committcc, consisting of one member of thc A~- <br />sembly appointed by the Speaker of thc Assem- <br />bly, one mcmbcr of the Scnate appointcd by the <br />Rules Committee of the Senate, one member of <br />the California \Vater Commission designated by <br />the commission, and four members of the public <br />appointed by the Governor. At the end of 1966. <br />the Chairman was Assemblyman Carley V. Por- <br />ter and the Vice-Chairman, \Villiam R. Gianclli, <br />Joscph Jenscn, member of the Colorado River <br />Board, Gilmore Tillman and \Villiam H. Jen- <br />nings, Technical Committee mcmbers of the <br />Board arc on the Advisory Committee. Other <br />members arc Senator Harold T. Sedgwick and <br />Jerome B. Gilbert. Mr. Cole and Mr. Steiner <br />serve as technical advisors. <br />At the first meeting of the Committee on Feb- <br />man' 10, 1966, Governor Brown mct with the <br />Committee Members, the California delegates to <br />the \V cstern States \Vater Council, and the ad- <br />visors. The Chief Engineer briefed the Commit- <br />tee on the negotiations and progress on the Colo- <br />rado River Project Bill at this and subsequent <br />meetings in April and May. <br /> <br />17 <br />
