The funds were subsequently re- <br />stored and the bill became PL 89-435. <br /> <br />California Assembly Bill on Agency <br />Public Records <br /> <br />On April 22, 1965, Assembly Bill No. 3015 <br />was introduced by Assemblymen Bagley and <br />Marks, to make all meetings and records of gov- <br />ernmental agencies accessible to the public with- <br />out reservation. The Colorado River Board re- <br />quested that it be exempted from rhe provisions <br />of the bill, should it be enacted. <br /> <br />16 <br /> <br />Mr. Raymond R. Rummonds, Chairman of <br />the Board appeared before the Assembly Interim <br />Committee on Government Organization on <br />January 7, 1966, and explained why it is neces- <br />sary that the Board's records remain confiden- <br />tiaL I{e stated in sunlmary that: <br /> <br />The Colorado Ri,-er Board of California con- <br />siders it to be essential that all information and <br />records of the Board be confidential within the <br />provisions of Section 12516 of the .Vater Code_ <br />The provisions of AB 3015 as introduced in the <br />Regular Session of the Legislature in 1965 would <br />not change the prO\-isions of Section 12516 of the <br />'Vater Code making the records of the Board con- <br />fidential. <br /> <br />The Committee also heard the testimony of <br />other \\-irnesses and sent AB 3015 to interim <br />study_ <br />
