<br />or4J <br /> <br />;" r " <br />,.", ,/,. <br /> <br />As part of the Travel Management P1 an, the Grantee wi 11 develop and <br />implement a Fugitive Dust Control Plan to ensure that project-related <br />vehicular traffic does not cause particulate concentrations to exceed <br />acceptable levels. (FEIS Section 2.4.1, page 2-37) <br /> <br />The Grantee shall spray the roads and staging area with water, Penta- <br />parime, or any approved dust palliative, as directed by the Grantor or <br />its authorized representative, and in conformity with applicable State <br />regulations, to control dust from wind, vehicles, and equipment. <br /> <br />24. FACILITY OPERATION: <br /> <br />The Grantee shall be guided by the following prOV1Slon for transporting <br />water on National Forest lands during the construction stage: Since <br />construction work for the water transmission will take place over a <br />two to ten year period, transportation of water may continue through <br />the existing facil ities and through completed portions of the new <br />water transmission structure, provided the new sections are construct- <br />ed in accordance with the approved plans and specifications and are <br />accepted by the Forest Supervisor. <br /> <br />25. EMPLOYEE TRANSPORTATION: <br /> <br />The Grantee will convey construction workers to construction sites, by <br />vans, busses, or car pools. (FEIS Section 2.4.1, page 2-37) <br /> <br />Where tunnels are involved, the Grantee will disassemble and move <br />construction equipment and crews to the diversion construction site <br />through the underground tunnels and riser shafts to minimize surface <br />disturbance. (FEIS Section 2.4.1, page 2-35) <br /> <br />26. EMPLOYEE SAFETY: <br /> <br />The Grantee shall carryon all operations in a workmanlike manner, <br />having due regard for the safety of employees; and shall safeguard <br />with fences, barriers, fills, covers, or other effective devices, pits, <br />cuts, and other excavations which otherwise would unduly imperil life, <br />safety, or property of other persons. <br /> <br />27. EXPLOSIVES: <br /> <br />The Grantee shall transport, store, hand1 e, and use expl os ives and <br />flammable materials in accordance with the Occupational Safety and <br />Health Administration standards including Department of Transporta- <br />tion; Bureau of Alcohol, Tobacco and Firearms; and Mine Safety and <br />Health Administration regulations; and other applicable State of <br />Colorado requirements. Where necesssary, blasting operations will be <br />SUbject to the use of "blankets" to protect the environmental and/or <br />public safety. <br /> <br />21 <br />
