<br />0039 <br /> <br />vegetation as required by the Forest Service. Seeding or plant- <br />ing will be done at a time of the year, in a manner, and with <br />species which the District Ranger considers offer the best chance <br />of success and will be repeated until such areas are accepted in <br />writing by the District Ranger as satisfactorily revegetated and <br />stabilized. Only native plant species will be used within the <br />Holy Cross Wilderness. (FEIS Section 2.4.1, page 2-36) <br /> <br />9. RESTORATION: <br /> <br />At the conclusion of construction operations. temporary access roads, <br />mobilization and operation areas, parking areas, pipeline easements, <br />diversion sites, dam sites, spoil areas, and other areas scarred by <br />construction will be restored and revegetated in a manner satisfactory <br />to the Forest Service. Construction sites will be restored as nearly <br />as possible to their original condition. Construction scars will be <br />covered with the best available topsoil within the immediate area or <br />with subsoil material from excavated areas, fertilized, and seeded <br />with native grasses and mulched. Seedling trees will be planted in <br />areas that were originally forested. To inhibit erosion and to add <br />organic matter to the soil, chipped tree slash and underbrush will be <br />stockpiled and spread over the restored areas. (FEIS 2.4.1, page 2-35 <br />and 2~36) <br /> <br />10. ACCESS ROADS/CONSTRUCTION: <br /> <br />Access roads along the pipelines and to tunnel portals will be con- <br />structed to planned grades and will be graded and drained to inhibit <br />erosion. No roads will be constructed in the Holy Cross Wilderness. <br />(FEIS Section 2.4.1, page 2-36) <br /> <br />11. TUNNEL MUCK: <br /> <br />Excess tunnel muck not needed for mitigation of Phase I of the Home- <br />stake Project will be deposited in approved disposal areas outside the <br />Wil derness, compacted and shaped to des i gned natura 1 contours, and <br />then covered wi th a mi n imum of six inches of topsoil ma teri a 1 from <br />excavated areas. The surfaced area will then be fertilized and revege- <br />tated as described in 8.b., above. (FEIS Section 2.4.1, page 2-36) <br /> <br />12. VISUAL MANAGEMENT: <br /> <br />In right-of-way surveys and construction (Stipulation 5), the Grantee <br />will selectively remove trees designated by the Forest Service to <br />avoid having a straight line appearance.
