The District requested that the <br />study cons i der that the des i gns, contract admi ni strati on, <br />and supervision of construction for all dams, canals, <br />1 atera 1 sand drai ns woul d be accompli shed by non-federal <br />entities, with the remaining project features being handled <br />by the Bureau of Reclamation in the normal manner. Except <br />for the front end local financing, all other funds would be <br />appropri ated by Congress; the method of repayment and the <br />repayment contract con temp 1 ated in the Bureau of Recl ama- <br />tion's report would be left unchanged. <br /> <br />A brief review of the project history and planning is <br />included in this report, followed by the concluding section <br />which contains a summary of cost data and the economic <br />analysis. The analysis shows that significant savings in <br />costs can be realized if design and construction activities <br />are assigned to non-federal entities and that the benefit- <br />cost ratio would be greater than unity. <br /> <br />AUTHORIZATION <br /> <br />The West Divide Project was authorized by the Colorado River <br />Basin Act (Public Law 90-537), as a participating project <br />under the Colorado Ri ver Storage Project Act of April 11, <br />1956 (Public Law 84-485). The authorization was based on a <br />feasibil ity report of the Secretary of the Interior trans- <br />mitted to Congress on May 4, 1966, and printed as House <br />Document 434, 89th Congress, 2nd Session. <br /> <br />Authority for preparation of the latest report was provided <br />by Federal reclamation laws (Act of June 17, 1902, 32 Stat. <br />388, and acts amendatory thereof or suppl ementary thereto, <br /> <br />A-2 <br />
