Fleming Company <br />for the <br />West Divide Water Conservancy District <br /> <br />October 22, 1982 <br /> <br />GENERAL <br /> <br />The most recent project report prepared by the Bureau of <br />Reclamationl! presents the results of advance planning <br />studies made since the West Divide Project was authorized. <br />Several modifications have been made in the project plan <br />since the time of authorization but all were considered to <br />be within the scope of the project as authorized by Con- <br />gress. That most recent report i ncl uded updated phys i ca 1 <br />data and revi sed fi nancia 1 and economi c ana lyses based on <br />requirements of the project authorizing act and current <br />federal policies relating to water resource developments. <br /> <br />As directed by the West Divide Board of Directors, The David <br />E. Fleming Company of Denver, Colorado, acting as engineer <br />for the District, has reviewed the May 1982 report to <br />determine if project costs could be reduced sufficiently <br />through a combination of non-federal and federal design and <br />construction responsibil ities to result in a current <br />benefit-cost ratio greater than unity.
