Criteria for rating priority areas within the Lower Gunnison
#3 Project Area is based on the salt load measured from
certain locations within these watersheds. Each watershed is
given a point rating factor based on the salt loading
measurements with the highest receiving the most points. See
attachment 3 rating factors.

2. Rating factors. (See attachment #3)

a. Type of project, group or individual.
b. Priority area of work.

c. Scope of work to be done.

d. Schedule of application for work ,to. be completed.

e. Extent of needed Salinity Control work completed under
other programs.

f. Coordination with another project.

g. Signup period.

E. Monitoring and Evaluation (M&E)

Objectives of the Monitoring and Evaluation are:

1. To quantify through a data gathering and evaluation activity
the salt load reduction attributable to improved irrigation water
management.

2. To provide farmers with improved technical assistance for
achieving irrigation water management.

3. To evaluate changes in wetland and wildlife habitat resulting
from improved irrigation systems and irrigation water management.

4. To determine local economic impacts of this salinity project.

5. To determine changes that should be made in the project to
achieve salinity control objectives.

3
