<br />, . <br /> <br />fi:~:-. <br /> <br />The M&E program, to be implemented on representative farms and crops <br />in the area, v:ill monitor surface inflow, precipitation and surface outflow <br />to determine t~e amount of water that infiltrates into the soil. Weather <br />data will be 0valuated to estimate evapotranspiration (ET) requirements of <br />the crops. The difference between infiltration and ET will reflect'deep <br />percolation. 2::clt load reduction attributed to irrigation water management <br />will be based 0n reduced deep percolation. Soil moisture will be monitored <br />to assess the uniformity with which irrigation water is applied and to <br />check the validity of applying ET avaluation, across the priority area. <br />Also, wetland and wildlife habitat will be monitored to establish baseline <br />. data, to deternine changes in habitat quality and quantity with project <br />implementation, and to assess the effect of the voluntary program for <br />replacement of wildlife values foregone. M&E will begin in FY 1993 for <br />this area. <br /> <br />tJ~ <br />W <br />t- <br />10 <br /> <br />F. Coordination <br /> <br />1. Local Coordination Group: (LCG) <br /> <br />Local coordination groups have been organized both in Delta and <br />Montrose counties with a supportive role in the salinity program. The <br />groups will keep all agencies and others abreast of what is being <br />accomplished in the salinity program within respective counties. (One <br />meeting a year will be devoted to evaluating/assessing the previous year's <br />accomplishments and setting goals,budgets and priorities for the coming <br />five years concerning the on farm program.) <br /> <br />~.~;;~ <br /> <br />2. Local Salinity Coordinating Committee: (LSCC) <br /> <br />The local salinity coordinating committee has been organized by <br />combining the two local coordination groups and all other agencies and <br />others involved in the overall salinity program. This committee will.meet <br />to consolidate the Local Coordination Group activities and reports <br />concerning the overall function of the Lower Gunnison salinity program. <br /> <br />3. The U.S. Fish & wildlife Service and the Colorado Division of <br />wildlife are coordinating with the LSCC on all monitoring and structural <br />implementations where wetlands and/or wildlife habitat may be involved. <br /> <br />4.
