<br />-2- <br /> <br />It is anticipated that this appropriation bill will be considered <br />by the' Senate in the near future.' Hearings have been held before the Senate <br />Appropriations Sub-committee on the Reclamation Program. <br /> <br />The House of Representatives approved the full amount recommended by <br />the President to continue construct'ion on the San Luis Valley, Paonia and <br />Colorado-Big Thompson Project, except a deduction of $928,000 for the Colo- <br />rado-Big Thompson Pro ject, SUbJect to the above mentioned ten percent cut. <br />This $928,000 covered certain transmission lines in Northeastern Colorado. <br />The appropriation for the Big Thompson Project includes a sufficient amount <br />of money to complete the Kremmling.Gak Creek Transmission line and the <br />Salida-Gunnison transmission line. <br /> <br />It is interesting to note that there has been appropriated for the <br />construction of the Colorado-Big Thompson Project to date over ~96,000,000J <br />addinG the amount contained in the appropriation bill for fisCal 1951 there <br />will have been made available sliGhtly over ~)1l6, 772,600 for this project. <br />The present total estimated cost of the project is ~152,396,OOO. <br /> <br />2. Appropriations for Surveys and Investigations. A discouraging <br />note is found in the action of the House ,lith respect to making available <br />money for surveys and investications durillg fiscal 1951. The Bureau of the <br />Budget required the Department of Interior to include under the heading of <br />"General Investigation" items of expense which were formerly borne by other <br />appropriations to the Bureau of Reclamation. The House also included language <br />which restricted the work which could be done by the Reclamation Bureau in <br />basin-wide investigations. Considering the effect of the language approved <br />by the House and reductions in tAe amounts appropriated under the heading <br />"General Investigations", there would be a cut in funds for this purpose, <br />if the House action is approved by the Senate, of 50 to 60 percent below <br />the President's recommended budget. The total amount made available for <br />general investigations in the seventeen Reclamation states by the House, <br />which must include approximately tvro million of money f01'lllerly available <br />frQm other sources, as above explained, is $5,150,000. This compares with <br />over ~,OOO,OOO appropriated by the House bill for investigation in the <br />ldssouri Basin which was given a cut of only 17% below the President's budget <br />estimate. The House approved appropriation of $500,000 from the Colorado <br />River Development fund which must be divided equally among the four states <br />of the Upr.er Division of the Colorado River Basin.
