Box 25007" Code D-IOOO <br />Denver, Colorado 80225 <br /> <br />Dear AI: <br /> <br />TIle Department of the Interior has taken the position that the salinity <br />legislation should be modified so that all of the units we 113ve requested be <br />authorized now will not be authorized until feasibility studies have been <br />completed. As you may recall, there are six units in the legislation. They <br />are: Stage I of Lower Cunnison, McElmo Creek; Stage I of Uinta Basin, Palo <br />Verde Irrigation District, the Saline Water Use and Disposal Opportunity <br />Unit. and the Sinbad Valley Unit. <br /> <br />I would appreciate an analysis from the Bureau of Reclamation indicating <br />the ilnpacts on the timing of the potential construction of these units by the <br />Department of the Interior's position as compared to the Forum's position <br />that they should now be authorized. I realize some of your analysis will be <br />subject to speculation because you would be forced to assume that authorization <br />could be successfully and promptly secured once a feasibility study was <br />completed. At this point in time I do not want to debate the merits of the <br />Forum's or the Department's position, but I would observe that there may.be <br />significant delays in securing authorization, given the mood of the Congress <br />in recent years, after feasibility has been accomplished. <br /> <br />In addition, as I indicated the other day in Denver, I would appreciate <br />your checking Assistant Secretary Carruther's position with respect to the <br />Bureau of Land Management and Bureau of Reclamation programs. He was going <br />to determine what type of program should remain with ~he Bureau of Land <br />}~nagement. Sinbad Valley was a case in point.
