Code D-IOOO <br />Denver, Colorado 80225 <br /> <br />Dear AI: <br /> <br />When legislation to amend P.L. 93-320 was prepared and introduced. <br />last year, the Colorado River Basin Salinity Control Forum proposed <br />that an onfarm agricultural program be authorized and that the basin <br />states cost share over and above the planned cost sharing of the <br />individual farmers. The basin states cost sharing would be accomplished <br />by payments from the basin power accounts in a manner similar to <br />that authorized in the original legislation for the Department of <br />the Interior programs. The Bureau of ,Reclamation helped the basin <br />states analyze the needed power rate adjustments to support the <br />proposed new onfarm programs. <br /> <br />, <br /> <br />In the closing days of the Congress, the Department of the <br />Interior and the Department of Agriculture formally commented to the <br />Congress on the Senate legislation which was identified as S. 2202. <br />In those communications, the Administration suggested additional <br />state cost sharing. We are now preparing to request reintroduction <br />of the legislation. It would be very helpful to us if you could <br />assess the potential impacts on the power rates in the basin if the <br />Administration's proposals were to be accepted by the basin states <br />and the Congress. <br /> <br />If there is any way I can help you with this' assessment, please <br />give me a call. Last time I had some direct involvement with the <br />Western Area Power Authority as they assisted in the earlier assess- <br />ment.
