-11 - <br />On the basis of these conclusions, we do not <br />believe that any measures need to be taken to increase <br />the stability of the embankment. In addition, it is our <br />opinion that the height of the embankment may be increased <br />as planned without adversely affecting the stability of <br />the embankment, so long as the following criteria are <br />met. <br />1) The downstream she'll of the embarkment is <br />maintained at a slope of 2 horizontal to <br />1 vertical or flatter. <br />2) The continuity of the blanket drain is <br />maintained throughout the construction <br />period and while the reservoir is filled. <br />3) Granular materials similar to those used <br />in the exi_st`.ng downstream shell and blan- <br />ket drain are used for the ucw construc- <br />tion. <br />�"I...o •, a., <br />0 <br />
