As described in the RMA staff account of the events, downstream communities in the flood <br />path were evacuated once the staff determined the dam was going to fail. The majority of <br />the volume of water released by the dam failure was captured by the abandoned railroad <br />embankment located approximately 2 miles downstream of Havana Street Dam. This <br />embankment served to attenuate the water, significantly reducing the flow rate. <br />Supplemental pumps were deployed to this embankment by RMA staff to augment the <br />capacity of the culvert which served as the outlet for the embankment. Once the water level <br />behind the railroad embankment was observed to be dropping, the evacuation orders <br />downstream were lifted. <br />7.0 Analysis and Results <br />7.1 Rainfall Analysis <br />In order to model the event, the DSB contracted with AWA to provide gage adjusted <br />radar rainfall data of the September 2013 storm for the basins tributary to Irondale <br />Gulch. Figure 8 and Figure 9 below present the rainfall data including a spatial <br />representation of the total rainfall over the basin and cumulative mass curve of the <br />rainfall over each sub -basin modeled for the simulation of the event. Additional <br />details are provided in Appendix E.
