 Page 22 Upper and Lower Emerald Valley Dam Failure Report <br /> January 23, 2015 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />8.1 Keeton Residences Access Bridge (RR Tie Access Bridge) Capacity Analysis <br />Located about 1,500 ft downstream of the Keeton Spillway control section is a wood <br />decked/timber supported bridge that provides access to about ½ a dozen residences, <br />including the caretaker of the Louisiana State University property upstream of Keeton <br />Reservoir. As previously discussed, the right abutment approach of the bridge was <br />washed out, directing Little Fountain Creek flows to the south, along the access <br />roadway, and making the access to the homes AND Keeton Reservoir impassable from <br />Highway 115.
