Ground Water Commission Meeting Minutes Page 19 <br /> August 14 Ft 15, 2025 <br /> Commissioner Pautler agreed that it would be problematic if the Wi-Fi network <br /> were to drop during a hearing or variance request, and was in favor of holding <br /> the November meeting at the CDA office. <br /> Commissioner Pautler called for agenda item no. 11, training. <br /> a) HB18-1198 - Best Practices for Boards and Commissions: <br /> Ms. Mete addressed the Commission and provided the now mandated training <br /> on Best Practices for Boards and Commissions. Ms. Mete commented that this <br /> training is a good annual refresher for Commissioners that covers items <br /> including Board goals, mission, transparency, stakeholder input, and conflicts <br /> of interest. Ms. Mete emphasized that the Commissioners don't need to <br /> memorize all the information provided at the training, but do need to know <br /> where to find this information (Memos, Statutes, Commissioner Training <br /> Manual). Ms. Mete commented that Commissioners should only abstain from <br /> voting in very limited circumstances, and avoid abstaining due to an actual <br /> desire to vote no. Ms. Mete then covered acceptance of gifts, open meeting <br /> laws, executive session, and CORA. <br /> Commissioner Pautler called for agenda item no. 11, public comments. <br /> Mr. Robert Sakata addressed the Commission, and introduced himself as an <br /> Agricultural Water Policy Advisor with CDA. Mr. Sakata welcomed the Commission to <br /> the CDA facility for the November meeting, and offered a tour of the CDA laboratory <br /> before or after a future meeting. <br /> Ms. Mete then asked Staff to add an agenda item to the November meeting agenda for <br /> the publication of applications in newspapers. <br /> Mr. Ullmann and Ms. Mete agreed that previous Commission meeting conversations <br /> included the possibility of bringing Designated Basin application publication <br /> requirement issues to the Supreme Court Water Court Committee. The Committee <br /> may be able to improve or amend current legislation to relieve the difficulties of <br /> publishing notice in Counties that no longer have printed newspapers available around <br /> the State. <br /> There being no other public comments, Commissioner Pautler moved to the next <br /> agenda item. <br />
