Ground Water Commission Meeting Minutes Page 11 <br /> August 14 &t 15, 2025 <br /> the Board will need to consider. One of those items is the review of the <br /> recommendations made with respect to the pipeline expansion project. As Chair of <br /> the Pipeline Technical Advisory Committee, Commissioner Pautler and the rest of the <br /> Committee are looking at four wells that will need to be targeted for the expansion <br /> project before releasing those to the engineering firms to do the design. Once the <br /> design is accepted, funding through CWCB will be pursued by the District. It is <br /> anticipated that the project will cost approximately $11M to add the four new wells. <br /> If the District were to pursue eight wells, the project could cost approximately $21M. <br /> Commissioner Pautler noted that the costs of 24" pipe for the expansion has increased <br /> significantly over time. A maintenance program is also for the existing eight wells that <br /> serve the pipeline. Two of the wells have been shut down for maintenance and the <br /> District is working hard to get them back online to restart production. <br /> Mr. Nate Pearson then asked Ms. Liming and Commissioner Pautler if any of the <br /> discussions with the State Land Board with respect to their nearby wells and the <br /> pipeline expansion project have come to fruition. <br /> Commissioner Pautler responded that there have been discussions with the State Land <br /> Board about acquiring their nearby wells for the pipeline expansion project. <br /> Commissioner Pautler also mentioned that he has not been a part of those specific <br /> conversations, and he does not have any specific updates to provide. <br /> Commissioner Pautler called for agenda item no. 9, old business. <br /> a) Rulemaking on correcting clerical errors: <br /> Ms. MacKenzie Herman introduced herself as Staff with the Attorney General <br /> Office ("AGO") and provided an update on the rulemaking process for the <br /> correction of clerical errors. Ms. Herman mentioned that draft new Rule 8 has <br /> undergone much internal discussion to make sure it would not violate any <br /> procedural rules or legislative acts. Ms. Herman reminded the Commission that <br /> DWR Staff approached the AGO last year seeking advice on how to correct <br /> clerical errors in permits and findings &t orders. Often, the error needing <br /> correction was the result of an application containing incorrect information <br /> that was then incorporated into the permit and findings &t order. The AGO <br /> prepared a memo and recommended that rulemaking be initiated that would <br /> allow Staff to correct these clerical errors. As an update, the AGO believes this <br /> new rule change could correct clerical errors in both permits and findings &t <br /> orders, and not just permits. The proposed rule change is intended to be <br /> applied towards the correction of typographical error, including situations <br /> where the incorrect irrigated acreage description was provided in the <br /> application. The proposed rule change is not intended to make substantial <br /> changes to permits and findings &t orders, which require the Commission to <br /> follow the process outlined in the Administrative Procedure Act ("APA") for <br />
