Ground Water Commission Meeting Minutes Page 6 <br /> November 15, 2024 <br /> the place of use. <br /> Mr. Sanchez replied that the Applicant does know the replacement water supply is <br /> adequate since they have gone through the technical analysis to calculate the <br /> saturated sand thickness, and would be monitoring the aquifer water levels. <br /> Commissioner Noble commented that although the Mr. Sanchez has alluded to the rule <br /> in question requiring replacement water be pumped out of an aquifer, measured, and <br /> then injected at the site of pumping, it should be noted that the replacement water <br /> needs to be injected at the site of the place of use. <br /> Mr. Sanchez clarified that the proposed variance would allow for the Applicant to <br /> measure the replacement water at the site of pumping and not have to build a <br /> pipeline from the replacement well to the place of use. Mr. Sanchez also stated that <br /> they have modeled pumping from the new wells, and show no adverse impacts to <br /> wells in the area through pumping of the new wells. <br /> Commissioner Pautler commented that he believes a replacement plan is intended to <br /> physically replace water being pumped at a different location. Commissioner Pautler <br /> asked how the water would be physically moved from the replacement site to the <br /> place of use. <br /> Mr. Sanchez explained that the water would not be physically moved from the <br /> replacement site to the place of use, but the cones of depression and impression at <br /> the replacement site and place of use would overlap and provide a credit to the <br /> aquifer. <br /> When asked, Mr. Sanchez also responded to Commissioner Pautler that the flow rate <br /> of ground water is very slow. <br /> Commissioner Payne asked if there are any water quality impacts associated with the <br /> proposed plan. <br /> Mr. Sanchez mentioned that since the proposed plan would prevent any new <br /> contamination from entering the aquifer by not pumping the replacement water out <br /> of the aquifer, there are no water quality impacts associated with the proposed plan. <br /> Commissioner Payne asked if there is any existing baseline water quality information <br /> available. <br /> Mr. Sanchez responded that no water quality information exists currently, but there is <br /> potential to collect that information as part of the proposed plan. <br /> Commissioner Tietmeyer asked if the replacement well would be in the same basin <br /> and aquifer as the proposed new wells. <br />
