Ground Water Commission Meeting Minutes Page 5
November 15, 2024
Applicant's ability to deliver the replacement water. If it is discovered that the
amount of replacement water needed for the project is not physically available,
curtailment of the new wells would be put in place to limit pumping to not exceed
the amount of replacement water present.
Commissioner Keeler requested clarification on permit no. 20518-FP listed in the
presentation materials.
Mr. Sanchez responded that this well is currently supplying water to the existing golf
course at Ballyneal and does not produce enough water to supply both the golf
courses.
Commissioner Keeler then requested more details regarding the consumptive use
analysis for well permit no. 21858-FP.
Mr. Sancez responded that the consumptive use for this well is 376.1 gallons per
minute, which is a calculated number based on the replacement plan.
Commissioner Pautler asked if the well currently supplying water to the golf course if
physically connected to the golf course.
Mr. Sanchez clarified that the well pumps water into an irrigation pond that supplies
the existing golf course, and the well location is near the golf course. The current
pipeline connecting the existing well to the irrigation pond is relatively short in
length.
Commissioner Noble then asked for clarification on how the ten month pump testing
plan would show the replacement well could provide replacement water in
perpetuity.
Mr. Sanchez clarified that a 24 hour pumping test would be used to show the well
could provide 276 gallons per minute of replacement water over a ten month period.
The two month window that is not part of the test period would simulate typical
operational shutdowns and maintenance needed for the replacement well.
Commissioner Noble asked if the pumping test would be able to show the water were
available year over year to provide a replacement supply.
Mr. Sanchez clarified that the proposed pumping test would occur every five years
and would be intended to show that the replacement well could provide enough
replacement water for that five year period. Quarterly water level monitoring would
still occur annually, and another pumping test would resume after the first five year
pumping test period was over.
Commissioner Noble asked how the Applicant would be able to show an adequate
replacement supply is available if they are foregoing physically pumping the water to
