Ground Water Commission Meeting Minutes Page 13 <br /> November 15, 2024 <br /> Yuma GWMD's, informed the Commission that the basins have received a large <br /> amount of rain and snow over the past ten days. <br /> Mr. Midcap reported that the Sandhills District has been working on the variance <br /> hearing that was presented at the meeting and a retain jurisdiction clause to address <br /> issues related to the compact compliance pipeline. Mr. Midcap also mentioned that he <br /> would like to be included in the rulemaking process that is part of the old business <br /> piece of today's agenda. <br /> Mr. Kyle Sprouse, reporting for the W-Y GWMD and Arikaree GWMD, reported that <br /> regular monthly meetings would begin soon now that harvest is wrapping up. During <br /> the Winter, Mr. Sprouse hopes to restart conversations related to conservation <br /> efforts. End of year flow meter readings, static water level measurements, and <br /> pumping records are being worked on. <br /> Mr. Jeff Mangus, reporting for the Plains GWMD, reported that he wanted to get an <br /> update regarding the status of the Ground Water Management District training <br /> manual. Ms. Williams responded that a draft of the manual is in-work. Mr. Mangus <br /> mentioned that he had sent a draft of the District rules and regulations, and wanted <br /> to get an update regarding the status of review for those items. Ms. Williams <br /> responded that the review is also in-work by Staff and the A.G.'s Office. A comment <br /> response is anticipated in the next few weeks. Mr. Mangus asked about if it was <br /> possible to receive an extension for the end of year meter readings. Mr. Grimes <br /> responded that there is not any provision in the rules for extending the deadline but <br /> due to the large amount of snow, the District can let Staff know if the District is <br /> having issues completing measurements in time. <br /> Mr. Glen Frihauf, reporting for the North Kiowa Bijou GWMD, was not in attendance <br /> and no report was provided. <br /> Ms. Tracy Doran, reporting for the Upper Black Squirrel and Upper Big Sandy GWMD, <br /> was not in attendance and no report was provided. <br /> Commissioner Denning, in place of Mr. Thomas Sauter, reporting for the Lost Creek <br /> GWMD, reported that two Town of Castle Rock municipal wells that have not pumped <br /> for some time are concerning. Commissioner Denning is working with the Town of <br /> Castle Rock and others to ensure new wells are made part of the instrumentation and <br /> monitoring program setup by the District. The District has received a large amount of <br /> rain recently, which has been welcomed. <br /> Mr. Andy Jones, in place of Mr. Dan Lloyd, reporting for Upper Crow Creek GWMD, <br /> reported that the District has been working on establishing board rules and accounting <br /> for new taxes received. The District has also drafted a set of proposed rules and is <br /> awaiting some engineering analysis to help better understand and administrate some <br /> of the aquifers in the District.
